How to deal with ../ ?

How do I deal with ../  ??

If i try mapping say www.blah.com/~hi/~you/../../index.html
it should be the same as
www.blah.com/index.html
but if I create a new URL(http://www.blah.com/~hi/~you/../../index.html)
the toString() of this is still
www.blah.com/~hi/~you/../../index.html!
How are people dealing with the ../ ?
